It is understood that in June of this year, 20 Chinese high-tech companies, including Huawei and Hikvision, have been listed by the US Department of Defense as companies "owned, controlled, or connected with the Chinese military."
In September last year, Senate Democratic leader Chuck Schumer, Republican Senator Tom Cotton and Republican Representative Mike Gallagher wrote to US Secretary of Defense Mark Esper, claiming that "The Chinese government supports Chinese companies in using emerging civilian technologies for military purposes" and asked whether they would "commit to update and publicly release this list as soon as possible."
The list was drafted by the US Department of Defense. Although the list does not indicate specific sanctions, the US President can impose sanctions at any time, including blocking all the assets of the listed companies in the United States.
