SEMI calls on the Biden administration to review the Trump administration’s export control policies, and to control exports to China must cooperate with allies

According to Reuters, SEMI on Monday called for a review of the Trump administration’s export control policies and urged the incoming US Secretary of Commerce to cooperate with allies when selling US technology to China based on national security restrictions.

SEMI, the International Semiconductor Industry Association, stated that the unilateral rules of the previous administration have invalidated any potential benefits over time, unnecessarily harmed the US industry and made US exporters vulnerable to retaliation.

SEMI President Ajit Manocha (Ajit Manocha) said in a letter to the new Secretary of the US Department of Commerce Gina Raimondo (Gina Raimondo) that the United States should coordinate with the allies that its companies compete in the global market.

Manocha mentioned in the letter: "Under multilateral control, each concern project is controlled by all major producing countries, which can establish a level playing field, maximize effectiveness, and minimize harm to the national security and economic competitiveness of the United States. ."

Manocha pointed out that more and more foreign competitors are promoting products as "not subject to US export controls."

The letter criticized the rules implemented by the Trump administration: there is little public input, no clear overall policy, and it says that a "very unusual process" can cause undesirable consequences.

It urges the secretary-designate of Commerce to correct a rule since August last year that expands the United States’ power to interfere with foreign companies’ sales to Huawei, which inadvertently affects certain foreign-made semiconductor production and testing equipment.

It also asked the Biden administration to quickly reduce the backlog of permit applications, saying the delay was actually a rejection.
